Chapin School Internal Revenue Service (IRS) 990 Forms (2002-2011)

All nonprofit NYC private schools are required to file Form 990 each year with the Internal Revenue Service (IRS). In addition, these schools are required by law to make the forms from the last three years available to anyone who requests them. Many websites such as GuideStar, Charity Navigator, and the Foundation Center provide copies of the 990 Forms for all nonprofit organizations, including NYC private schools. Some non-NYC private schools (e.g., Phillips Exeter Academy) post their 990 Forms on their own school websites.

Here is the guide that the IRS provides organizations to fill out the form (it will give you some insight on individual items on the form).

Over the next few months, we will be posting the available 990 Forms from the Foundation Center for all nonprofit NYC private schools. You can find the forms yourself by going to the Foundation Center website and looking at the 990 Finder.

Young Patriots Essay Contest

The National Center For Policy Analysis (NCPA), in conjunction with Debate Central, is offering a $5,000 scholarship for high school students. Students must write a winning essay on public policy.

Winners of the essay contest will receive $5,000 for the first place winner, $3,000 for the second place, and $2,000 for the third place winner.

To enter, students must read the four required reading materials then answer the following question:

According to the four required readings. What policy changes should the government pursue in order to best foster economic prosperity?

The four required articles for reading are:

  1. Public Choice by John C. Goodman
  2. Classical Liberalism by John C. Goodman
  3. I Pencil by Leonard Read
  4. and The Greatest Story Nobody Knows About by Steven Landsburg

In addition to the prize money, winners will also see their essays published at Debate Central and on the NCPA home page, shared via e-mail with 350,000 NCPA Policy Patriots, and sent to their hometown newspapers, radio, and TV stations.

The submission deadline is December 15, 2013.

Why Did The IRS Revoke Friends Seminary’s Tax-Exempt Status?

The NYC Private Schools Blog has been focusing on Form 990 for all nonprofit NYC private schools for the past few days. These schools are required by law to make the forms from the last three years available to anyone who requests them. Many websites such as GuideStar, Charity Navigator, and the Foundation Center provide copies of the 990 Forms for all nonprofit organizations, including NYC private schools. Some non-NYC private schools (e.g., Phillips Exeter Academy) post their 990 Forms on their own school websites.

So far, we have covered the forms for the following schools: Horace Mann, Collegiate, Dalton, Riverdale, Poly Prep, Brearley, Trinity, Spence, Chapin, Ethical Culture Fieldston.

When began researching the 990 Forms for Friends Seminary, “the oldest continuous coeducational school in NYC” (founded in 1786), we were surprised to find that the school did not have publicly available 990 Forms. Further research in Guidestar, discovered the following statement:

“This organization’s exempt status was automatically revoked by the IRS for failure to file a Form 990, 990-EZ, 990-N, or 990-PF for 3 consecutive years. Further investigation and due diligence are warranted.”

Through Friends Seminary’s EIN (13-5562223), we then confirmed this information through the IRS website, which indicated that schools’s federal tax-exempt status was revoked on May 15, 2013 and was posted to the IRS website on August 12, 2013.

We then reached out to Friends Seminary to clarify this situation and they provided the following statement (printed in its entirety):

Friends Seminary educates students from kindergarten through twelfth grade under the care of the New York Quarterly Meeting of the Religious Society of Friends.

Friends Seminary has the status of an organization described in sections 509(a)(1) and 170(b)(1)(A)(ii) of the Internal Revenue Code. The School has been classified as an organization exempt from Federal income tax under section 501(c)(3) of the Internal Revenue Code, and a letter dated November 1, 2007 confirmed this status. This letter re-confirmed that as the School is “a school below college level affiliated with a church or operated by a religious order”—the New York Quarterly Meeting of the Religious Society of Friends—it is not required to file Form 990.

Nevertheless, on April 15, 2013, a letter was received from the IRS inquiring as to why Friends had not filed Form 990 in 2011. Our external auditors promptly replied with a copy of the 2007 tax determination letter (referred to above) and offered to provide all other necessary information detailing our status. Unfortunately, this did not prevent the IRS from automatically revoking Friends’ tax-exempt status on August 12, 2013.

Our tax advisors from Loeb and Troper have determined that the revocation is an error by the IRS, activated by the inadvertent use of the School’s Employer Identification Number (EIN) by the Friends Seminary Teachers Association (FSTA) on a tax filing. The FSTA is an organization financially and administratively independent of the School. Our accountants have initiated the process for restoration of the School’s tax-exempt status.

Our auditors are working actively to ensure the restoration of our 501(c)(3) status with their counterparts at the IRS and have assured us that once the restoration of the section 501(c)(3) status has been made, it will be retroactive to the posting date of August 13, 2013. We are informing our community of this situation and will continue to provide updates as we move to restoration.

Our school is the same school it was on April 15, 2013, and Friends Seminary continues to meet the statutory definition of a tax-exempt organization. Friends is an outstanding school with a wonderful community of students, faculty, staff and families. We are excited to welcome 750 new and returning smiling faces today.

NYC Private School National Merit Scholarship Semifinalists (2013-14)

Started in 1955, The National Merit Scholarship Program, is scholarship/recognition competition for high school students who take Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT®). Approximately 1.5 million students take the test. Today, September 11, 2013, approximately 16,000 of the highest scorers (designated on a state representation model) were named Semifinalists. In New York State, 1020 students were named Semifinalists. In Spring 2014, approximately 8,000 of these students will be notified that have been selected to receive a Merit Scholarship.

The NYC Gifted & Talented Symposium, a one-day symposium, is the first of its kind- a collaborative effort, reaching across university and school boundaries, past politicians and beyond bureaucracy. In addition, these schools are required by law to make the forms from the last three years available to anyone who requests them. Many websites such as GuideStar, Charity Navigator, and the Foundation Center provide copies of the 990 Forms for all nonprofit organizations, including NYC private schools. Some non-NYC private schools (e.g., Phillips Exeter Academy) post their 990 Forms on their own school websites.

Here is the guide that the IRS provides organizations to fill out the form (it will give you some insight on individual items on the form).

2013 Power Poetry Scholarship

Students who are also poets have a chance to win a $1,000 scholarship just by entering the 2013 Power Poetry Scholarship Program.

The scholarship is being offered by Power Poetry, the first mobile poetry community for youth. The contest is open to students 13 to 25 years old who are either high school or college students. High school students who enter the contest should be planning to attend college or university.

To enter the scholarship contest, you must register at the Power Poetry website by October 4, 2013. Of course, you must also enter a poem.

According to the rules, you do not have to be a U.S. citizen. You do have to be a student, either in high school or college. If you are a high school student and you win the scholarship, Power Poetry will hold your money until you go to college. Foreign language poems are also acceptable as long as you include an English translation. There are no word or line limit restrictions. The only consideration is quality.

Students may only enter one poem into the contest. The winning poem will be posted on the Power Poetry website after the winner has been announced.

All poets who enter the Power Poetry Scholarship contest retain the rights to their poems.

The Parents League of New York is hosting a fair and a panel for NYC parents interested in applying to NYC Middle & Upper Independent Day Schools.

The fair and panel are free of charge for all families.

The event is divided into two parts. The first is an NYC Middle & Upper Independent Day School Fair with representatives who talk informally with students and parents about their schools. Admissions representatives from schools will be available to discuss topics such as the admissions process, school philosophy and financial aid. Immediately following the Fair, families are invited to attend a panel discussion on the admissions process for NYC Middle & Upper Independent Day Schools.

We are recommending the American Promise Documentary, which opens at the IFC Center & Elinor Bunin Munroe Film Center on October 18th, 2013 in NYC.

Here is the film summary:

The American Promise journey began in 1999, when filmmakers Joe Brewster and Michèle Stephenson enrolled their son Idris in the Dalton School on the Upper East Side of Manhattan after the private institution boldly strengthened its commitment to cultivating a diverse student body. Michèle and Joe decided to turn the camera on themselves to film the experiences of 5-year-old Idris and his best friend and classmate Seun. The documentary captures the stories of Idris, Seun, and their families from the first day of kindergarten all the way to their 2012 high school graduation.

Over the 12 years, we see the boys and their families struggle with stereotypes and identity, navigate learning differences that later become diagnoses, and ultimately take increasingly divergent paths on their road to graduation. We also see a rare and vivid portrait of middle-class African-American families as the parents wrestle with doubts and angst over their sons’ educational journey and both families grapple with how best to support their sons and interact with teachers and administrators. All of this is set against the backdrop of a persistent educational achievement gap that dramatically affects African-American boys at all socioeconomic levels across the country.

Educational Records Bureau Internal Revenue Service (IRS) 990 Forms (20010-2012)

All nonprofit NYC private schools and organizations are required to file Form 990 each year with the Internal Revenue Service (IRS). In addition, these schools and organizations are required by law to make the forms from the last three years available to anyone who requests them. Many websites such as GuideStar, Charity Navigator, and the Foundation Center provide copies of the 990 Forms for all nonprofit organizations, including NYC private schools and organizations. Some non-NYC private schools and organizations (e.g., Phillips Exeter Academy) post their 990 Forms on their own school websites.

Here is the guide that the IRS provides organizations to fill out the form (it will give you some insight on individual items on the form).

Over the next few months, we will be posting the available 990 Forms from the Foundation Center for all nonprofit NYC private schools and related nonprofit organizations. You can find the forms yourself by going to the Foundation Center website and looking at the 990 Finder.

Death of the Kindergarten ERBs in NYC Private Schools Admissions

In May 2010, Shamir Khan, Ph.D., Founder & Publisher of the NYC Private Schools Blog, celebrated the courage of the Mandell and Calhoun Schools for dropping the ERB kindergarten admissions requirement.

In that post, he said,

As a clinical psychologist who has administered many of these psychological assessments, I believe they can, in and of themselves, provide valuable information, when used in an appropriate and novel environment. They are standardized, scored on a developmental scale, and normed using a national population. The current corrosion of some of these standardized tests (e.g., WPPSI, WISC, Stanford-Binet, OLSAT) across the NYC kindergarten admissions system is troubling (for examples see: Bright Kids NYC, Urban Baby post 1, Urban Baby post 2, KTSS, How to Ace the ERB, Urban Baby search).

Every ISAAGNY school faces the same dilemma: given the volume of applications, how do they manage their admissions process in an ethical and efficient manner? It takes chutzpah for ISAAGNY member schools to now reject the ERBs and no longer subject their parents, staff, and children to it.

Our system is broken. It is time to acknowledge it and pull our heads out of the sand. We must begin to come up with solutions……

The revolution has now begun. I wonder which NYC Private Schools will be a part of it and which will remain stuck as passive bystanders. The eyes of the next generation of leaders are watching.

Since that time, other ISAAGNY schools, including Friends Seminary, have dropped the ERB kindergarten admissions requirement. We were delighted to read in the New York Times, that ISAAGNY will drop the test for next admissions cycle. The ISAAGNY contract with the Educational Records Bureau will not be renewed when it expires next Spring.

“It creates a lot of anxiety in families and kids that is unnecessary,” said Patricia Hayot, the head of Chapin School, who leads the group, the Independent School Admissions Association of Greater New York. “We’re being brave. We’re trying to explore a new way.”

While the schools are free to continue using the exam, Dr. Hayot said she expected the vast majority to scrap it after the association’s contract with the exam’s administrator ends next spring.

The association is working with experts to develop a new assessment by February. Dr. Hayot said it was too early to say what the assessments would look like, but she said the group was considering ways of measuring noncognitive skills, like resilience and attention span. She also said the group might consider providing written evaluations of students, rather than a score.

Thank you Dr. Hayot and ISAAGNY for being brave and having moral courage.

The Horace Mann School is the only NYC independent school that has publicly indicated that they will continue to use the test. On a page on their website, they state, “Some schools have recently chosen to eliminate standardized testing for Kindergarten and/or First Grade. Why does Horace Mann School require testing?” They then go explain their reasoning and end with the following paragraph:

In forty-five years of partnership with the Educational Records Bureau, we estimate that we have received and reviewed more than 10,000 sets of ECAA score reports in their various forms. Those results have been an integral part of our ability to welcome and serve children who are mission-appropriate as we create and recreate a community of learners who share our value of the Life of the Mind. We firmly believe the completion of this assessment to be in the best interests of our School and our applicants.

While we respectfully disagree with the Horace Mann School’s position on this test, we feel that their statement should have disclosed one important piece of data, regardless of whether it had anything to do with their decision. As we posted recently about the ERB’s 990 Forms and Board of Trustees, we learned that Dr. Thomas Kelly, Head of School for the Horace Mann School, serves on the organization’s Board of Trustees. Dr. Kelly is the only head of a NYC independent school who serves on the ERB’s Board of Trustees.

We support the use of a standardized kindergarten admissions assessment — just not the current one used by NYC private schools. We look forward to ISAGGNY’s announcement of a new assessment in February 2014.

Say NO To Bullying Scholarship

Considering the fact that bullying can lead to long-term health consequences, it is more than appropriate that EnergizeStudents.org is sponsoring the 2013 Say NO To Bullying Scholarship contest.

The contest rules ask entrants to submit a video no longer than four minutes long that provides a solution to bullying through a scripted bullying scenario.

A successful video will address some of the following questions:

  • How can we end bullying?
  • If you’ve been bullied, how did it make you feel?
  • What program could you implement to deter bullying?
  • How would you organize people to stand up against bullying?
  • What can be done to end excuses?

When making your video, make sure you are clear about how you communicate your ideas. Ask yourself if someone watching it can tell what your video is about.

The deadline for entering the contest is October 21, 2013. The voting period begins on October 28, 2013 and ends on November 4, 2013. Participants must be registered on the Energize Students website and are eligible to vote up to three times per day on their favorite contest submission. Students must be 14 to 19 years old to enter the contest and vote.

Prizes for winning the contest include $800 for first place, $500 for second place, and $300 for third place.

The Siemens Foundation recently announced the 2013 Semifinalists and Regional Finalists in the prestigious Siemens Competition in Math, Science & Technology, the nation’s premier science research competition for high school students.

On Tuesday, December 10, 2013, the Siemens Foundation will announce the individual and team winners and present them with scholarships ranging from $10,000 to $100,000.
